AI Chatbots Provide ‘Misleading and Partial’ Voting Advice, States Dutch Watchdog

AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, raising alarms about a possible risk to democratic processes just over a week before the country’s general election.

Study Shows Repeated Partiality in Chatbot Recommendations

The four chatbots evaluated by the AP “frequently recommend identical two parties”, regardless of the user’s question or command, the watchdog noted in a report published ahead of the late October vote.

In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the moderate CDA, “are almost never mentioned”, even when the user’s input exactly matches the stances of these political entities, the study indicated.

Authority Figure Cautions Against Using AI Chatbots for Election Advice

The deputy head of the data protection agency, Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their political views, she added.

“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against using AI chatbots for election recommendations, as their operation is unclear and difficult to verify.”

Election Context and Political Landscape

The Dutch head to the polls on 29 October in an electoral contest that will be keenly observed around Europe for the showing of the Freedom party.

The right-leaning group of Wilders is leading the polls but the lead over the left-wing and centre-right parties appears to be narrowing, with numerous electors still undecided.

All major parties have rejected a coalition with the Freedom party, meaning the runner-up party is highly probable to supply the future head of government.

Inadvertent Prejudice Linked to AI Operation

The AP stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
